Summary:
A Puerto Rican two-way prospect who has committed fully to pitching since turning pro, Ortiz has shown consistent improvement the longer the focus has been singular. The quick hands he used to display at the plate now shine with a fastball that sits 90-95 and has touched 97 with arm-side run, and the velocity grew throughout the most recent season with more projection remaining as the athletic frame continues to develop with pitching-specific reps. The athleticism is helping him find the zone more consistently, and average command is within reach as the delivery continues to refine.

The slider is the secondary with the most long-term upside — a feel for glove-side location drives plus-plus chase rates that reflect genuine pitching instincts rather than pure stuff, and the projection remaining in the athletic frame gives the pitch room to develop into something more consistently dominant. A changeup sitting 84-87 is close in current quality and the Reds believe it is slightly ahead at this stage, though the slider’s chase rates and feel for location give it the higher ceiling. The organization believes both secondaries can develop into above-average offerings, which is the development path that unlocks the rotation future.

The back-end starter ceiling is realistic if both secondaries reach average or better — the athleticism, velocity trajectory and feel for executing pitches give the starter projection a legitimate foundation. A fine reliever fallback exists if one of the secondaries develops without the other, where the fastball-slider combination would give the profile immediate impact in shorter outings.
