| Summary: Breaking News: There is an arm in the Tennessee rotation that has massive stuff! A South Dakota prep product by way of Iowa Western Community College, Phillips has established himself as a legit piece of arguably the best rotation in college baseball. He has the frame you want from a workhorse starter and he has shown the ability to hold his stuff deep into outings. His fastball has touched triple digits and easily sits in the mid-to-upper-90s and has movement to it, although it does not generate much in the way of whiffs. He has a slider that has some inconsistencies in its shape, slurvy at times and more of a gyro look at other times. His changeup is firm but a solid offering. There are real concerns about command and his long arm action does allow hitters to pick up the ball rather early and his pitches all play about a half grade below what the velo/shape would suggest. While the frame screams starter, there is plenty of reliever risk in the profile, although I would not be surprised to see a team work to rework his delivery as a pro to see if they can’t harness the pure stuff a little better. | |||||||||||
